Colonel Brandon Bowman

Col. Brandon L. Bowman is a native of Lancaster, Pennsylvania. He first enlisted in the United States Army Reserves in 1996 as a carpenter and masonry specialist and later transferred to the Virginia National Guard and served as an infantryman.

His previous assignments include: Operations Officer (G3), Headquarters, U.S. Army Corps of Engineers; Chief of Staff of the U.S. Army Engineer School; Commander of the 5th Engineer Battalion; Command Engineer of the 1st Capabilities Integration Group (Airborne); Facility Program Manager for the White House Military Office; Executive Officer of the 30th Engineer Battalion; Company Commander and Battalion Adjutant in the 37th Engineer Battalion (Airborne); Logistic Officer and Battle Captain for the 20th Engineer Brigade (Airborne); Platoon Leader, Training Officer, and Company Executive Officer in the 27th Engineer Battalion (Airborne).

COL Bowman holds a Bachelor of Science in Civil Engineering from the Virginia Military Institute, a Master of Science in Civil Engineering from Missouri University of Science and Technology, Master of Arts in National Security and Strategic Studies from the Naval War College; Master of Science in National Security and Strategic Studies from the Dwight D. Eisenhower School for National Security and Resource Strategy.

Jose Montes de Oca

Jose Montes de Oca is Director of Enterprise Sales, Crown Castle. Crown Castle is a leading telecommunications infrastructure company with operations throughout the United States.

The Enterprise Fiber Division provides fiber based, data communications, solutions for organizations across a wide range of industries including healthcare, financial, government, education and professional services.

Jose is responsible for the Florida Enterprise Sales Organization and the 1500+ customers that it serves. His 20-year career in the technology and telecommunications sector includes technical and sales leadership responsibilities with an emphasis on rolling out leading edge products to the marketplace

Rafael Frias

Rafael serves as the Vice President and East Region Area Managing Director, responsible for commercial operations in the Southeast US. With more than 25 years of experience, he leads business management, strategic planning, business development and professional development for an area that spans from Washington DC to the Caribbean.

He previously served as Regional Manager for the commercial operations of the water business in Florida and the Caribbean. Rafael established Black & Veatch’s South Florida operations in 2010, which are currently delivering multiple infrastructure projects in Miami-Dade, Broward, Palm Beach, Monroe Counties, and Puerto Rico.

Rafael specializes in the management of water resources projects, including water supply, water treatment, hydropower and stormwater planning and design. He is also experienced in incorporating sustainability principles into project designs and in developing sustainable water planning technologies for managing watersheds and ecosystems, water scarcity and wet-weather conditions.

Roy Coley

Roy Coley serves as the Director of the Miami-Dade Water and Sewer Department, the largest water and sewer utility of the southeastern United States, providing essential services to more than 2.8 million residents.

With a staff of nearly 2,700 employees, Roy oversees the implementation of the department’s $7.8 billion Capital Improvement Program (CIP). WASD’s CIP has completed two back-to-back record-breaking years of historic investment, with historic execution rates of $599 million and $557 million during the last two fiscal years.

Boasting more than 25 years of hands-on experience in water resources operations and maintenance, Roy infuses his work with innovative strategies for water management, the renewal of antiquated drinking water systems, and the overhaul of wastewater infrastructure.

Roy holds a Bachelor of Arts degree in Organizational Leadership from St. Thomas University and a Master of Business Administration from Saint Leo University. His industry expertise is further enhanced by six certifications in various water resources, treatment, and management fields from California State University’s College of Engineering.


Powering Progress: The Interconnected Future of Water & Energy

Lynette Cardoch

Dr. Lynette Cardoch is Moffatt & Nichol’s Director of Resilience & Adaptation, leading collaborative efforts to deliver comprehensive resiliency solutions & adaptation services in the coastal zone. Remit covers three practices: Ports, Water, and Transportation. 

She is a coastal ecologist with over 20 years of experience in regulatory and water policies, coastal restoration, and urban and coastal resiliency. 

With her technical qualifications and collaborative management style, her assignments include steering interdisciplinary teams of engineers, scientists, and regulators. She has also worked closely with coastal utilities and natural resource agencies on integrated planning and operationalizing resiliency, particularly for coastal protection, storm surge, and interior flooding. 

Lynette also serves as a government relations liaison, interacting with elected and appointed officials, taking science and engineering to the policy level. 

Lynette graduated has a PhD. In Oceanography and Coastal Sciences from Louisiana State University. 

Tim Sperry

Tim Sperry is the visionary Founder and CEO of Carbon Limit, where he has pioneered groundbreaking carbon capture technologies. As the creator of CaptureCrete, the world’s first CO2-capturing concrete, Tim and his team are transforming the concrete in our homes, buildings, roads, and infrastructure into solutions for combating global CO2 pollution.

Tim’s dedication to this cause is deeply personal. As a new father, he is driven by the desire to protect his daughter, his family, and future generations. He wants to ensure that they can enjoy nature as freely as previous generations have, without the burden of worrying whether the environment can sustain their health and well-being. Patricia Gomez, Ph.D.

Dr. Gómez serves in the dual roles of Interim Chief Resilience Officer and Director of Energy in Miami-Dade County’s Office of Resilience. During her County career, Dr. Gómez has successfully implemented multiple projects that have improved the sustainability and resilience of County facilities and operations while also reducing energy and water consumption and increasing efficiency throughout the community through initiatives such incorporation of enterprise-wide utility billing management software, the Building Efficiency 305 (BE305) program, the Climate Action Strategy and on-site solar installations at County facilities.

Dr. Gómez began her career with Miami-Dade County as an Engineer with the Department of Environmental Resources Management working on the County’s Climate Action Plan. Dr. Gómez is a LEED AP BD+C accredited professional, a Certified Energy Manager and a Professional Engineer in the State of Florida. Dr. Gómez holds a Ph.D. in Industrial Engineering from University of Miami.
